The skills of workers in the United States are critical to their own economic performance as well as to that of society at large. But today, despite the nations generally healthy economic growth in recent decades, workers face serious challenges. Less-educated workers have seen their wages stagnate or decline. The share of workers covered by pensions and health insurance has declined. Immigration, outsourcing, and the expanding labor force in India, China, and other less-developed countries have increased the competition for jobs in a world labor market. Yet to right these workplace problems, policymakers are, for the most part, looking in the wrong direction. They should be paying more attention to what skills workers really need to succeed, rather than focusing on an assumed set of skills that may not be so critical after all.
